A local government colleague emailed me his draft urban forest strategy for comment. He's a smart guy and the approach he was proposing was theoretically correct but, in my opinion, too hard.
I advised a simple, three-stage approach instead:
1. Create the vision
2. Sell it
3. Build it
Between Stages 2 and 3 there would be modifications as a result of public consultation (and input from Council) but the "blank slate / start from scratch" approach my colleague was advocating would unlikely ever make it to the finish line.
Or if it did, he would be wearing a straitjacket and sipping soup through a straw.
